Potrivit lui, declara\u021biile despre un \u201estat suplu\u201d, reducerea agen\u021biilor ineficiente, a salariilor excesive \u0219i a altor cheltuieli se lovesc de o structur\u0103 bugetar\u0103 format\u0103 de-a lungul anilor.<\/p>\n<p>Cea mai mare parte a cheltuielilor publice, a subliniat fostul premier, este destinat\u0103 <strong>pl\u0103\u021bilor sociale, educa\u021biei, s\u0103n\u0103t\u0103\u021bii, ordinii publice \u0219i deservirii datoriei de stat.<\/strong> Prin urmare, o reducere mecanic\u0103 a cheltuielilor, de exemplu cu 10%, nu poate fi f\u0103cut\u0103 f\u0103r\u0103 consecin\u021be serioase.<\/p>\n<p><em>\u201eToate aceste \u00abnesim\u021biri\u00bb trebuie eliminate. Doar c\u0103 va dura, iar efectul bugetar va fi modest\u201d,<\/em> consider\u0103 Sturza.<\/p>\n<p>\u00cen opinia sa, principala condi\u021bie pentru o \u00eembun\u0103t\u0103\u021bire durabil\u0103 a situa\u021biei ar fi <strong>o cre\u0219tere economic\u0103 solid\u0103, bazat\u0103 pe investi\u021bii<\/strong>. Totu\u0219i, fostul premier nu se a\u0219teapt\u0103 la o accelerare semnificativ\u0103 a economiei \u00een perioada imediat urm\u0103toare. Sturza estimeaz\u0103 o cre\u0219tere de aproximativ 1,5% \u00een acest an \u0219i de circa 2% anul viitor, men\u021bion\u00e2nd c\u0103 o parte semnificativ\u0103 a acesteia ar putea fi anulat\u0103 de infla\u021bia ridicat\u0103.<\/p>\n<p>Fostul premier a analizat separat \u0219i parametrii rectific\u0103rii bugetare. Potrivit lui, veniturile cresc cu aproximativ 600 de milioane de lei, inclusiv din dividendele companiilor de stat \u0219i veniturile B\u0103ncii Na\u021bionale a Moldovei. Sturza consider\u0103 aceste venituri ca fiind conjuncturale \u0219i vede \u00een ele o confirmare indirect\u0103 a faptului c\u0103 impactul reformei fiscale s-a dovedit mult mai redus dec\u00e2t a\u0219tept\u0103rile anun\u021bate anterior.<\/p>\n<p>\u00cen acela\u0219i timp, cheltuielile cresc cu aproximativ 2,8 miliarde de lei, iar deficitul bugetar va dep\u0103\u0219i 21 de miliarde de lei, sau 5,95% din PIB. Este un nivel semnificativ mai mare dec\u00e2t \u021binta de 3\u20133,5% anun\u021bat\u0103 anterior de Guvern.<\/p>\n<p>Sturza subliniaz\u0103 \u00eens\u0103 c\u0103 deficitul \u00een sine nu reprezint\u0103 principala problem\u0103 \u2014 mai important este <strong>modul \u00een care acesta va fi finan\u021bat.<\/strong><\/p>\n<p>\u00cen acest context, el se refer\u0103 la posibila utilizare a garan\u021biei Energocom \u00een valoare de 150 de milioane de euro. \u00cen opinia fostului premier, este vorba despre o alt\u0103 surs\u0103 de venit conjunctural\u0103 \u0219i, \u00een acela\u0219i timp, despre o reducere semnificativ\u0103 a capitalului companiei de stat \u00een pragul iernii, \u00eentr-un moment \u00een care pre\u021burile la gaze au crescut substan\u021bial.<\/p>\n<p>Datoria de stat, noteaz\u0103 Sturza, a dep\u0103\u0219it deja 160 de miliarde de lei, iar pentru deservirea acesteia sunt necesare aproximativ 6,5 miliarde de lei.<\/p>\n<p>Fostul premier atrage aten\u021bia \u0219i asupra unei posibile modific\u0103ri a cheltuielilor sociale.
